2015 | Tesis | S2 Magister Administrasi PublikABSTRACT This thesis discusses the process of bureaucratic reform in the State Treasury Service Office (KPPN) Yogyakarta. KPPN Yogyakarta is one of the vertical institutions under Directorate General of Treasury - Ministry of Finance that already implemented the bureaucratic reform since 2007. Bureaucratic reform in KPPN aims to improve the quality of service which is considered slow, convoluted, and unprofessional with too many extortions. There are major aspects that sustain bureaucratic reform in KPPN namely institutional arrangements, improvement of business processes and improvement of human resource management. The research objective is to cognize the bureaucratic reform process in KPPN Yogyakarta on three aspects: institutional arrangements, improvement of business processes and human resource management. Descriptive method with qualitative analysis is used as the research method. Data collection technique conducted through interview, observation and documentation. Results of the research show that the process of institutional arrangements that conducted through organizational streamlining has transformed the organization to be more effective and efficient with a more flat organizational structure and fewer number of employees. Modernization of service with one-stop service model changes the work processes to be simpler. Improvement of business processes performed by the application of SOP and optimization of the use of information technology makes the service easier and faster. Improvement of resource management which is done through the system of recruitment, employee development, and performance assessment plays an important role in generating a more professional human resource.
