Pembatasan Lalu Lintas untuk Mengatasi Kemacetan di Kota Yogyakarta

ABSTRACT Traffic congestion occurs in Yogyakarta is the evidence that this grave problem is not only faced by many big cities like Jakarta. Various aspects which are converged on the transportation issues have become the main causes of increasing traffic congestion in Yogyakarta City. These issues are the growth of private vehicles, the lack of available roads, and the un-ideal urban transportation. Considering this condition, the government of Yogyakarta City needs to restrict the use of private vehicles to solve the traffic congestion. Therefore, this research aims to propose policy planning of traffic restriction that is going to be applied in Yogyakarta City. This research is conducted by using qualitative methods and quantitative methods. Qualitatively, this research is conducted by literature study, documents study, interviews and observation. Interviews were conducted to informants from the Department of Transportation in Yogyakarta, academics who are lecturers in MSTT UGM to explore the traffic congestion problems. Besides interviews, quantitative methods is also used in this research by using AHP questionnaire from the related local government offices, including Dinas Perhubungan, BAPPEDA, Sekretariat Daerah, Dinas Kimpraswil, and Dinas Pajak Daerah (DPDPK). Through literature study, researcher obtains four alternative policy choices for traffic restriction which are even-odd license plate numbers control, parking enforcement, three in one, and electronic road pricing system. The selection for the best alternative policy uses Analytical Hierarchy Process (AHP) based on the following criteria: effectiveness, flexibility, externalities and applicable. From the questionnaire result, it can be concluded that the space and parking fees control is the best traffic restriction policy for Yogyakarta City. Therefore the government of Yogyakarta City needs to perform some steps that lead to parking policy implementation as a method of traffic restrictions such as parking area enforcement and increase in parking fees, especially in the traffic congestion areas caused by the side barriers.
