The more demands of life needs and the higher citizens‟ intellectual level increase the demand to the government to provide the qualified public service. In the mean time, bureaucracy has become the main driving force in the public service implementation. Bureaucracy is known as a superior entity which gives less empathy towards publics as the service users. This superiority creates a condition in which the public service is complicated, serpentine, highly-cost, corrupted, not transparent, and unaccountable. Hence, responding to the time change and citizens‟ demand, implementing bureaucratic reformation needs to be done. This research aims at getting facts that bureaucratic reformation has been implemented by National Land Agency (BPN) related to land service. So far, land certificate making and other land services are told to be serpentine, expensive, and not transparent. Based on the situation, BPN has become one of the worst institutions in providing services. Using qualitative method, the researcher tried to explore one of BPN flagship programs as the implementation of bureaucratic reformation especially in public services: One Day Service (ODS). The research was conducted in National Land Agency office of Bantul district (BPN Bantul) as a technical work unit of National Land Agency (BPN) to implement ODS program. The researcher found a fact that the implementation process was innovative. In addition, the program could make it efficient to the finishing process of land certification. The citizens showed their high enthusiasm towards this program. It was proved by the fact that there was an increase to the cerficiate making request on behalf of the applicants (without letter of attorney) compared to other services on the other days. However, there were some shortcomings to this program. Those were: involvement of third party and lack of socialization to the program. On the other hand, ODS has not become a role model of the services provided in National Land Agency office of Bantul district (BPN Bantul) seeing that citizens have not given their full attention and enthusiasm in registering their certificate making application on their own. Thus, the thesis of the research that has been conducted is that eventhough this program has given positive changes in land certification process and satisfaction to the citizens, the bureaucratic reformation has not been achieved especially in National Land Agency office of Bantul district (BPN Bantul) and in National Land Agency (BPN) in general.
