ABSTRACT Name : Jevri Ardiansyah Program : Magister of Public Administration Judul : Utilization of Out-Patient Services in Puskesmas: Evidence from IFLS 2007 Data Government organized health services through prioritizing the promotive and preventive efforts and combined in balance with curative and rehabilitative efforts. The government provides various health facilities, one of which is Puskesmas (public health centers). Puskesmas was responsible for organizing health efforts at the first level. Utilization of health center services depend on the behavior of its users. The purpose of this study was to determine how the utilization of outpatient health services in Puskesmas in Indonesia and how behavioral factors associated predisposing, enabling, and need factors may affect the utilization of outpatient health services in Puskesmas, and also how is the relationship of these factors to the utilization of outpatient health care services in Puskesmas in Indonesia. This research is a cross-sectional study design by utilizing the data of Indonesia Family Life Survey in 2007 which covers the area in 13 provinces in Indonesia. From the analysis it was found that the level of use of the health center is 25.6 percent. Most came from those aged over 50 years (26.7 percent), women (72.3 percent), and did not complete primary school education (29.9 percent). The poor become the largest user in the use of outpatient services in Puskesmas (71.1 percent). The use of a health insurance card (like Askeskin) in payment services is around 67.1 percent. Based access to the facility, then the Puskesmas users come from distant locations >1 kilometer (55.3 percent) and can be reached in time >15 minutes (79.3 percent). Users of outpatient services in Puskesmas generally are indeed those who feel pain symptom (93.2 percent). A total of 74.9 percent of outpatients generally have their own treatment before finally deciding went to the health center. For the highest waiting time before medical staff checked / paramedic is> 15 minutes (64.8 percent), with an average waiting time is sufficiently long that about nearly half an hour. However, the majority of users (94.4 percent) admitted that they were satisfied with the health center services. Keywords: utilization of health services, outpatient service, puskesmas, IFLS
