War doesn’t become a main priority again, and the role of government also doesn’t become a priority in holding a relation. So, there is an appearance of diplomacy with peace principle that complete its action, also the non government actors in diplomacy which contribute in its action. China has its own way to run the diplomacy, where the way is softer and doesn’t use violation. So, China can keep and protect its interest, especially in some countries. In this thesis explain about Chinese diplomacy in South Asia, especially in India and Pakistan. However, before explain that term, there will be an explanation about Chinese foreign policy in that countries, where Chinese energy foreign policy with India and proactive foreign policy in Pakistan. This thesis try to analyze the interest of China in India and Pakistan, and also the effort of Chinese diplomacy toward those countries. So, to help the analysis there are questions such as, why China need to develop its diplomacy in India and Pakistan?, and how the effort or way of Chinese diplomacy in India and Pakistan?. Those questions analyzed with the concept of multi track diplomacy, foreign policy concept, and regionalism. Finally, it can be concluded that China need to held diplomacy with India and Pakistan, because there are some interests in those countries, such as energy interest, geography interest which lead to the security problem, and economic interest include trading matter. Then the effort or way which used by China is multi track diplomacy, with specific actors, businessman and students. With those kind of interests and actor of non government, China can attain and protect their interest. It because of both actor only focus on their sector, where businessman only focus on economic matter, and students will contribute to the country’s development, beside their activity which is often in the dynamic of international relations.
