2014 | Tesis | Ilmu KomunikasiAbstract The defamation articles within the Law of Electronic Information and Transactions are considered troubling and unfair since the Law suppresses the freedom of delivering opinion. Started from Prita Mulyasari case in 2009, the defamation articles , then, claimed other victim. The Institute for Policy Research and Advocacy (abbreviated Elsam) performed an advocacy for policy modification, which is the revision of the Law of Electronic Information and Transactions. Based on that fact, it can be concl u ded as “How the po licy advocacy performed by Citizen Organization (abbreviated OMS) in defamation articles with in the Law of Electro nic Information and Tran sactio ns’ revisio n?” Throu gh case stu dy method, this research is trying to explain the advocacy str ategy performed by Elsam. The result of this research shows that the advocacy strategy of Elsam is grouped into two groups which are litigation and non-litigation. By litigation, Elsam proposed a judicial review and made amicus curiae, meanwhile by non-litigation, Elsam strategy is divided again into four parts, which are: building alliance or cooperation, education strategy in the form of alternatives media, public discussion, survey, and FGD; persuasion strategy such as case communication to public, monitoring case development, and lobbying government and business; opposition strategy by issuing press statement, and evaluation is the last step of advocacy activities performed by Elsam. The recommendation based on the finding is that public encouragement is needed; discussion among government, decision maker, citizen organization, business sector, and public representation must be held more often to share opinion; monitoring for all advocacy activities is needed; routine advocacy evaluation is needed; and focus on giving policy recommendation is expected.
