The community there always lives under the threat of disaster of Merapi that may struck anytime. The strategy of disaster management that still in emergency response issue causing disaster management in Indonesia not holistic and systematic. Community preparedness not having much attention from government. Disaster management process should involve community participation and capacity building in process. Lintas Merapi a community radio that comes from local community idea was hoping May able to give alternative solution in Merapi disaster risk reduction. The research aim to see how community radio roles in developing community participation in creating community resilience in facing Merapi hazard. Data collection used observation, survey, interview, documentation, and also literature review. Informant was taken used purposive approach, the number of informants were 12 people. Data collection was come from observation, survey and interview to community radio activist, village government and villagers of Sidorejo. The research shows that community radio have ability in increasing community participation to support community development. Community participation in information and communication access has sufficiently increased. Ownership of community radio build based on participation and community bounding. Need identification and community awareness based on critical initiatives of community to act and organize themselves to better social change. Community Radio also has major roles in deals with community organization in facing community problems. Community Radio in practice may utilize as community development tool. One of the example is in disaster risk reduction.Community Radio through participatory method and capacity development has increasing community resilience in community based disaster risk reduction. Community Radio have capability in organizing media in term of planning, disaster management implementation strategy, media in facilitating community in disaster and rehabilitation phase, and media to build community capacity to be prepared in cope with disaster. Community Radio may develop as alternative development approach that based on community. In other word, community radio may become community development agent by prioritizing in participation and capacity building of community.The patterns of community development by utilizing community radio may replicated in others development issue, or in same issue with different disaster hazards or area all over Indonesia. The study has limitation in seen the sustainability of radio in term of social, operational and financial sustainability. The study might also develop in area of public services, in seen how community radio plays roles in increasing access and quality of public services both in rural and urban area. It will be very interesting developing comparison study based on that issue. Key Words: community radio, participation, disaster risk reduction
