ABSTRACT Agriculture and tourism sectors are the key sector that prop up the economic system of one region. Yet, the paradoxical and dualistic policy dilemma tends to cause the agriculture sector excluded. However, further study revealed that before the development of tourism sector dominated mostly by the physical constructions of tourism sector to attract more visitors, the society who rely their life on agriculture sectors possess the full of cultural values which is typical cultural values of an agrarian society. The government awareness to inovatively increase the selling point of tourism sector by promoting the local cultural wisdom is the key to preserve the two sectors. This research figured out and measured the effectiveness of government policy during 10 years (2004-2013) in preserving the agriculture sector from the threat of tourism sector development that set forth in the spatial planning regulation in KSN Borobudur region at Magelang Regency. The policy about the regional spatial planning sets forth in Government Regulation No 26 /2008 and Local Government Regulation No 5/2011 instructing the control of agriculture land conversion and the arrangement of tourism strategic area. Moreover, Magelang local government has enforced the moratorium of land conversion in 2009 after the government regulation no 26/2008 has been enacted. The moratorium is issued to anticipate the reduction of agricultural land caused by the change of land ownership from the farmers to the investors. The implementation effectiveness of government regulation no 26 /2008 and local government regulation no 5/2011 shows the readiness of the government to execute the govenrment regulation no 58/2014 about the detail of spatial planning regulation in KSN Borobudur that contains the limitation of any physical construction in that area. It is government substantial effort to preserve the local wisdom and local genius based on the agricultural life as the cultural value of the local society.
