2015 | Tesis | S2 Magister Administrasi PublikABSTRACT The Regional Action Planning (RAP) Evaluation for Millennium Development Goals (MDGs) in the Regency of Banjarnegara is an assessment of the implementation of the RAPMDGs ranging from 2012 to 2014. This research is purposed (1) to analyze the impact of RAP implementation of basic education by not issuing local regulations for RAP-MDGs, (2) to analyze the attainment of basic education in accordance with the target set in the RAP-MDGs in the Regency of Banjarnegara, (3) to analyze the factors that determine the acceleration of the achievement of basic education in the Regency of Banjarnegara. The Local Government in the Regency of Banjarnegara not have RAP-MDGs Regional Regulation as in 2011 during the preparation of RAP-MDGs, preoccupied by the turn of the head region, so that the impact on (a) the implementation of many basic education programs that are not in sync with the Regional Action Planning, because the absence of a clear reference in the preparation of RAP-MDGs, (b) a mismatch between the achievement and realization of the budget. Thus, the results of the research concluded about the factors that determine the acceleration of the achievement of basic education in the Regency of Banjarnegara are education policy, coordination and rules / regulations. The three instruments in the form of three evaluation forms RAP-MDGs and through the analyzer MDGs scorecard and poverty mapping / mapping basic educational attainment based on the dimensions of poverty, it is known that the results of the status of achievement of the MDGs in the Regency of Banjarnegara for the purpose of achieving universal basic education can be grouped into three sections: (a) the achievement of basic education has been successfully achieved is the proportion of grade 1 (one) who successfully completed basic school, which has reached the MDG target by 119.17% figure in 2014, (b) the achievement of basic education showed significant progress and is expected to be achieved in 2015 (on-track) is the number of basic school enrollment and literacy rate of the population aged 15-24 years. The participation in education of children of school age at a rate of Elementary school (ES) / Islamic ES / equal during the period 2012-2014 has increased, as seen in the indicators of net enrollment rate (NER) for ES. Then in the Regency of Banjarnegara literacy rate in 2014 reached 99.68%, or nearly achieve the MDGs, (c) the achievement of basic education still requires hard work to achieve this is the net enrollment rate of junior high school (JHS), ES dropout rate (ES DR) and JHS dropout rate (JHS DR).
