Pengembangan Pariwisata Berbasis Budaya: (Studi kasus Atraksi Budaya Festival Meriam Karbit Kota Pontianak

ABSTRACT This thesis aimed at figuring out the development of cultural - based tourims especially cultural attraction namely Meriam Karbit Festival in Pontianak and also exploring the inhibiting factors. This thesis applied qualitative method and the data collection done by using trianggulation data namely interview, observation and literature study. This research revealed that the development of cultural-based tourism in Pontianak especially in Meriam Karbit Festival as written in Rencana Induk Pengembangan Pariwisata Daerah (RIPPDA) Pontianak City in 2008 including several policies namely : 1) The development of tourism area and object including the development of riverbank area, 2) The development of tourism accomodation through the provision of tourism infrastructures in riverbank area, 3) The accessibility development through the building and renovation of the road along the riverbank area; 4) the marketing and promoting through many programs that has been launched by tourism and cultural governemnt department. There are several factors that inhibits the implementation of developmental policy namely : 1) Policy Trends; 2) Resources; 3) Cultural Diversity; and 4) Communication.
