ABSTRACT This study aims to describe the process of planning and analyzing the differences and incompatibility with the planning of shopping village in Pacitan precisely in the Village District of Arjosari Sedayu , based on the documents and adequate archiving Sedayu Village Government District of Arjosari Research conducted by qualitative method through in-depth interviews with various informants with an analysis of secondary data From the results of the study showed that the shopping village is not referring to the village planning predetermined , this resulted in failure to achieve the vision and mission of the village during the period served . This is caused by many factors ranging from less knowledge affect stakeholders and implementers in the village, especially the Village Consultative Body Member ( BPD ) and Village Government. The results also showed that there were factors that made the Village Government does not always have to comply with the plan , including the urgent need for the development and autonomy as the village - will push Village Government to decide shopping village without regard to a predetermined plan . To the authors recommend to the Regional Government as agency that oversees the administration of the village to pay more attention to oversight in planning as outlined in the shopping village , with shopping and planning suitability hope can provide an approach to achieving goals Village Government.
