ABSTRACT The purpose of the research and evaluation of the Economic Development Program community empowerment Village (PPMK) in an attempt to Increase the welfare of society in district Koja, North Jakarta, using qualitative research methods with good interview approaches on key informant or informants as a focus of research using four dimensions of evaluation; the effectiveness, adequacy, equity and responsiveness. On evaluation seen from the dimensions of the effectiveness of showing that , the people is an appreciation of this program but the side of the weakness of the program is the socialization and the provision of understanding to changes positive thinking citizens of beneficiaries who still feel less to finally revolving funds provided by the recipient could not develop or residents effort at independence. The evaluation results from the point of view of the dimensions of fair distribution by taking into account the performance of urban village as the executor of tennis quite adequate because the involvement and wishes of urban village heads to become facilitator, but from the side of the success of in general is still far from an indication of the contribution economic independence in the aftermath of economic development revenue considering an indication of congestion or failed to pay as well as benefit of economic development in feel invisible. Against dimensions responsiveness over program evaluation PPMK when viewed from an engagement organization and the community and a follow-up evaluation program shows that of the side in the organization of society involvement perceived has not done enough from the side of tennis , organization remember the involvement of NGOS, not provide real contribution over guidance and flanking eventually provide the impact of evaluation and monitoring, the implementation of economic development tends to result in which in turn ended up at the rise of the not this program as the purpose of community economic independence , in terms of indicators a follow-up evaluation , of the problems that argue in the source of information and the process of the implementation of the implementation of the economic development PPMK featured weakness fact that there are still very fundamental good weakness of human resources, and weakness of the system.
