2015 | Tesis | S2 Magister Administrasi PublikABSTRACT The research title is The Implementation of Teachers’ certification policy in the form of Teacher Education and Training to improve teachers’ professionalism in Karangasem, Bali Province. The study is triggered by the Teachers certification Policy which has been implemented for 5 years as the following details: the first five-year from 2006- 2010, the certification was assessed by Portpholio Assessment which has nearly no impact on the teachers’ professionalism and the quality of education in general. In 2011, the government has chaged the policy by introducing teachers training and education and is well known as PLPG in Bahasa Indonesia. The main problems discussed in the study: How is the Policy of teacher’ certification using teachers education and training pattern or PLPG able to improve teachers’ professionalism in Karangasem, Bali Province. This study aims to acknowledge the teachers certification policy using teachers education and training pattern in Karangasem, Bali Province. This study is qualitative descriptive. The data is collected by using interview, observation on the subject matters in the local education authority (Dinas Pendidikan Pemuda dan Olahraga) of Karangasem, Bali Province. The data is then analysed using the data reduction, display, verification and triangulation. The results of the study are described as following: Fisrt, Teachers’ professionalism is viewed from the results of Teachers Comptency Test after teacher’s education and trining pre certification (PLPG) which shows a medium category. Second, factors affects the teachers professionalism in karangasem in term of the policy implementation are 1) the inconsistency of the regulation of participation selection, 2) the opportunity to retake the test for the participants who do not pass the test, 3) Inconsistency of the regulation of teachers’ additional task s which are equal to teaching hours, 4) The payment of teachers’ professionalism incentive is based on the sum of weekly teaching hours, 5) The participation selection is not syncronesed to the regulation of teachers’ upgrading, 6) the finite of the education staf and teachers quality improvement program in Karangasem. The aspects are viewed as economic and social condition. The financial condition of teachers with certification is not with the support for teachers’ qualification upgrading, research and scientific writing, and financial support for teacher’s organization. In Socio aspect, teacher profession is increasing the teachers’ motivation in teaching but is very little on the academic achievement.
