Automatically, individuals who feel victimized on the previous regime utilizing this situation to struggle for justice. Many people, especially the victims of May Event 1998 in Jakarta doing movement to be heard by state. However, not all individual victims take advantage of Reformasi’s situation like ethnic Chinese women who were rape victim in May Event 1998. They not only ignore the chances in Reformasi, but also they chose to silent. None of them who appear in public, even just to acknowledge that they are victims. This unusual silence will be explained by this thesis. By using Michel Foucault’s concept of power, this thesis will explain the silence of victims through power which operating in reproduction of discourse. Qualitative research methods with genealogy approach used to track and trace discourse, context and specific situation historically and looking for relationship, repetition or discontinuity discourse about ethnic Chinese and discourse about women which will form a strategic and complex situations as background and causes that silence. After that, the results of this study shows that the silence of victims caused by the tight relation of discourse on ethnic Chinese since the VOC until Orde Baru, the discourse about women which produced, controlled and run by a variety of actors, terror, resistances that arise, and the specific situation which operate and constitutes power that comes from many ways.
