ABSTRACT This research is directed to understand and to clarify the management conflict at the Tumpang Pitu goldmine in Banyuwangi. The core issue being discussed in this article is the effort from the Mayor Abdullah Azwar Anas at maintaining the conflict at the Tumpang Pitu goldmine in 2011-2013. The issue of profit sharing from the goldmine requires policies which will take part in the development of Banyuwangi. The theory used in this research refers to concept of authority the Ralf Dahrendorf theory of conflict and management conflict. The method of case study is applied while conducting this research. This approach is used as a means to explore problems or phenomenon which takes place at managing the conflict over the Tumpang Pitu goldmine in Banyuwangi. The data acquired in this research is based on detailed interview as an effort to solve the research problems. The result of this research shows that the conflict over the Tumpang Pitu goldmine occured as a result of interaction between social, cultural and economical figures. The turnaround includes decomposition of assets (the change of stock share structure which establish the government of Banyuwangi to earn 10% of the stock without charge). Employees decomposition shows the mutual link between the society and the company throughout the openness from the corporation and the empowerment done to the society. The societies’ experience an increase in their economic life, indicated by the emergence of new middle-class families around the site. Observing the methods and breakthroughs done to manage the problem of Tumpang Pitu goldmine, it can be concluded that the mayor, Abdullah Azwar Anas has successfully put an agreement between public figures from the society and those who directly involved with the goldmine. The mayor has established authorities that directs interest conflict to a sustainability-based development for the societies in managing Tumpang Pitu goldmine.
