Therefore, the existence of street vendors must also be administered and managed. One of the most popular efforts is to implement the street vendor relocation policy. However, in practice the policy was often rejected by the street vendors themselves. The same occurred in Banjarnegara Regency. The plan of the Local Government of Banjarnegara Regency to relocate the street vendors at Dipayuda Street and M.T Haryono Street to the Culinary Center was rejected by street vendors at Dipayuda targeted by the policy. From the basis, this study of The Street Vendor Relocation Policy in Banjarnegara Regency (A Study on Policy Process in the Relocation of Street Vendors at Dipayuda Street dan M.T Haryono Street to the Culinary Center in Banjarnegara Regency) was conducted. The aim of this study is to describe the policy process in the relocation of street vendors at Dipayuda Street dan M.T Haryono Street to the Culinary Center in Banjarnegara Regency in three sub-focuses of the study: first, the background of the relocation policy. Second, the participation of targeted street vendors in the relocation policy process. Third, the relationship of political situation underlying the process of relocation policy and the rejection of targeted street vendors. By using a descriptive qualitative methode, the researcher can explore information in a deeper manner (related to the sub-focus of the study), both manifest and latent. From the results of the study, it can be concluded that the policy process in the relocation of street vendors at Dipayuda Street and M.T Haryono Street to the Culinary Center is still less good. The relocation policy is actually not to solve the problems encountered by street vendors, but more to utilize the idle building (ex-Old Station), to build the image at the end of official position, and to allocate the budget from the Central Government. The participation of targeted street vendors in the policy process was just at the therapy level and this was included into a non-participatory group. In addition, the researcher found indication that the relocation policy was the political commodity of new government related to the meeting of political promise during campaign. If it was associated to the institutional theory, the Local Government of Banjarnegara as public organization failed to apply the existing concepts in the institutional theory in the policy process in the relocation of street vendors at Dipayuda Street and M.T Haryono Street to the Culinary Center (the behavior was not proper dan adequate yet). This made the resultant policy did not get external legitimacy (particularly from the targeted street vendors), moreover in political situation at the time (Local Election).
