ABSTRACT This study aims to analyze why asean aathp in order to overcome problems and forest fire smoke pollution that occurred in indonesia that affects neighbouring to result in a loss that so great in all aspects of this does not work and to fulfill their function .Since the establishment of asean aathp year 2003 to the passing of time your agreements has assigment by all asean member countries but in the ratifikation not flawless because indonesia as a country that not do it, cause is .This problem solving if seen from the concept of the effectiveness of arild regime underdal who performs sorting between the dependent variable , namely the effectiveness of the regime with the independent variable , consisting two things i.e. type problems , and the ability to overcome the problems and clearly can be seen why asean until aathp failed in its application . This research concluded that though with joined all countries in an effort to solve problems and get the smogs pollution for indonesia as producing countries and for neighbouring countries not bring the result significantly.To prevent forest fires and pollution forest in indonesia from year to years having problems that the more severe particularly indonesia.Many aspects of interest and politics that have been involved within.
