ABSTRACTION In Banda Aceh, Provence of Nanggroe Aceh Darussalam, the concept of public sphere as a democratic space, as told by Habermas that public spheres which able to mediate between public interest and the government has available since the establishment of Islamic Empires. That public sphere is keudee kupi, the space which being comfortable to invite the presence of people. Political issue becomes the issue which society of Aceh interested with, especially with the political situation as a background which always becomes a hot topic. This study used the conversation between visitors as the object of study, whereas political issue is placed as the theme we discussed. In order to know how this political discourse forms through the conversation between visitors keudee kupi, the researcher using the concept of rationality communication Habermas and discourse context with study case as the method. The formation of political discourse will be observed in two concepts; there are communicative rationality (use of language, the condition of inclusivity, egalitarian conditions) and discourse context (background, theme, participants). The result of this research showing that there are two political discourses which formed along March 2014, that is political parties competition both locally and nationally in facing the legislative election, and political parties preparation to face upcoming election. Practice discussion as idealized by Habermas by communicative rationality context has been going on continuously. Language plays an important role to guide ongoing conversation between visitors keudee kupi. Conditions of inclusiveness, egalitarian, and free domination makes conversation in keudee kupi comfortable without coercion from other parts. Although egalitarian conditions not fully present in keudee kupi because women still have limitations to fully join in the conversation that occurred. Judging from the discourse context, the presence of the theme, setting and participants become one of the considerations which are discussed by visitors. Moreover, in formation political discourse at keudee kupi, the mass media has enough contribute in building issues and opinions in society. The issues being discussed today are generally found in the print media as well as local electronics. The presence of keudee kupi which has the character and allows citizens to form public opinion and discursive common will are unable to affect the country. Therefore, the state can not influence the discussion process that occurs in public spheres too. Although the public sphere was present and made a great contribution on creating a communicative society, but political communicative relationship between the society and the state still too weak. Only a few discourse are able to penetrate the policy which made by the ruling elite. And most of discourse just ends up in the chat at keudee kupi.
