Conservative groups consistently opposed this healthcare policy. They encourage and support efforts to repeal healthcare policy in U.S. As a representation of conservative groups, Republicans try to repeal Obamacare despite the Act was approved in 2010. They consider health subsidies through Obamacare is not the right policy. The issue of healthcare is a complex issue because it involves a debate between conservative and liberal views in the political culture of the U.S. The debate between these two views occurred since healthcare policy was introduced. This suggests that this debate is not just a matter of politics, but also a matter of ideology. Both of these views have different basic principles used in the policy-making and policy evaluation. This research will analyze some of the factors that underlie the resistance of conservatives against the implementation of Obamacare. This research will also describe conservative groups’ efforts to fail the implementation of Obamacare. These research questions would be answered using the concept of government shutdown, the power of purse, interest group, and conservatism. It can be concluded that the resistance of conservatives against Obamacare implementation is based on two factors. First, ideological factor as the main factor. The implementation of Obamacare considered contrary to the principles of limited government and individual freedom espoused by conservative groups. Second, pragmatic factor. The implementation of Obamacare will increase the burden on state spending and taxes to be paid to the state. Conservative group made various efforts to repeal Obamacare. These efforts include lobby and campaign. Keywords: resistance, interest groups, conservatism, Obamacare, lobby, campaign
