2015 | Tesis | Pembangunan Sosial dan KesejahteraanABSTRACT This research discusses about local communities protest and resistance in order to stop the implementation of mega development projects of Mbay Kiri irrigation channels in Mbay II Village, Aesesa Sub-district, Nagekeo District. Informants in this research are local community in Mbay II Village Community, local leaders, and local government officers. The purpose of this study is to determine the motivation behind the public protest and resistance to the irrigation construction process in Mbay Kiri. The research utilizes qualitative-interpretative methodological approach using Dahrendrorf Conflict theory. The people protest and resistance are caused by the conflict of interest between the local government and local communities. The local government has formulated policies and programs for the distribution, use and control of the irrigation. However, government intervention is designated to political and economic interests. The economic and political interests of local governments are reflected in the three programs and policies namely: (1) optimization Mbay Kanan irrigated lands, (2) the Local Transmigration program, and (3) nonirrigation program development in irrigated lands which ignores the existence of local community participation. Subjectivity of local government in the optimization programs of Mbay Kanan irrigated lands is reflected in the land distribution process, land use and irrigation control that involves illicit practices of nepotism based on the relation to government officers and the ability of farmers to manage the land. Therefore, the indigenous farmers get fewer lands compared to those migrant farmers. Inequality and injustice of land distribution are also found in transmigration participants quotas between local indigenous residents and outsiders. In this case, local indigenous famers are marginalized and displaced by above-mention government intervention in Mbay Kiri. Besides, local government prioritizes the interests of investors rather than the interests of local communities. Farming lands become limited because of the presence of industry and non-irrigation projects. Above all, socio-economic interests of local people are not accommodated within the local government policies and programs. Therefore, this has led to protests from the local communities in order to stop the irrigation construction process. The protest and resistance become stronger during the local legislative general election. As apart from the socio-economic interests, in fact, political factors greatly affect the economic interests of the conflict. Socio-cultural and political reconciliation is an important recommendation of the study in order to solve the conflict. Keywords: Protest, Resistance, Injustice, interests, conflicts.
