ABSTRACT Concern and anxiety of Cipkataru substantially to environmental hygiene conditions in Salatiga, became one of the cornerstones precipitating events of Resik-Resik Kutha Salatiga and socialization waste management as a form of government action in building public awareness caring environment. Cipkataru embrace various parties such as the Office of Environment, PKK Salatiga and the Society of Environmental Empowerment Based on 3R of Salatiga to do the same work in the program. This is done to foster care community to conduct an embedded environment since the immediate environment that is family. This study aimed to analyze the campaign strategy of Salatiga Government to build public awareness on environmental care in Salatiga period 2013-2014. The subjects were Cipkataru Department in this case as well as the person in charge of a motor in the “Resik-resik Kutha Salatiga" and socialization of waste management. Whereas in the object of research is carried out campaign strategy team working in the program. This research is a qualitative case study approach, which is using interviews and direct observation as a data collection technique. The results of this study indicate that the established cooperation between several parties that formed in a model of internal and external communication between functional. The Communication explains that a government organization also needs to involve external parties such as community organizations, NGOs such as the Society of Environmental Empowerment Based 3R in Salatiga. This partnership shows that the process of planning, not only planning but also strategy activities, implementation and evaluation, associated with elements of communication in the implementation of social campaigns.
