ABSTRACT This research aims to understand the discourse of construction plan for nuclear power plant in Bangka Daily Post and Babel Post from January 2011 to September 2014. This discourse can be divided into three dimensions such as technical dimension (related to high technology, security concept, independence, and competition between countries), economic dimension (efficiency), and sociocultural dimension (related to the accuracy, safety, distrust for authority, aspects of technology transfer, and social perception). The research is very important because it can reveal the treasury of knowledge, awareness and attitude about the benefits and disadvantages of nuclear power plant development. It used descriptive qualitative method with content analysis technique. Developed conceptual framework for understanding the discourse referenced to the view of Teun Van Dijk on the text and social analysis. The results of this research indicate that there are different discourses between those who support and oppose the plan of nuclear power plant. The pro parties claim that construction of nuclear power plant using green building concept can maintain and create a healthy environment for the community, using security guarantee concept can be used in agriculture and health, and is considered as a form of energy independence. Nuclear power plant also has smaller-scale waste and more efficient economically, and support the application of sustainable development concept. While those who oppose assume that radiation and radioactive waste of nuclear power plant is very dangerous for human safety and the environment. Nuclear power plant is only considered as a government project that is prone to collusion and corruption. The parties also do not believe there will be transfer of technology because technology, development process, operation and maintenance are still dominated by experts and practitioners from manufacture countries of nuclear power plant technology. The issue of nuclear power plant development is still quite sensitive, including in the local level. Through the use of coherence differentiator elements, Bangka Post news are presented more balanced than Babel Post. Pro parties dominate mass media to limit the production and negative discourse construction of nuclear power plant. The plan gives stimulant on the public distrust and trigger disharmony relationship between local government and the community. Many local government officials support the discourse of nuclear power plant construction, but the developed discourse among local communities tends to reject it.
