ABSTRACT Communication for Empowerment (C4E) viewed as a developed study derived from Communication for Development (C4D) with alternative paradigm, participation which work primely in the micro and messo level, concerned on empowering people whether individual, small group, or even larger community. C4E presents to pursue more result and successfulness in any empowerment programmes regardless of type planned. Figure Based C4E proposed to be another concept of C4E that is run independently by any individual among communities. The personal but professional experience of social activist figure is deserved to be researched to find alternative and practical concept of more appropriate C4E based on individual initiatives. This research is purposed to study the implementation of C4E by empowerment independent agent of empowerment Achmad Nuril Mahyudin, experienced in this field and its variants for about 25 years which is focused on Pandean community located on Ngawi Jawa Timur, to discover the values embraced by the figure as his personal philosophical thought of his C4E. Also, to find out CNA/ Communication Need Assessment implemented, together with his empowerment steps comparing to the Four- Phase Framework. The research is designed qualitatively sheltered under interpretive paradigm which come up with explorative descriptive explanation. Choosing Case Study as an approach, this also uses observation, interview, and document research as its collecting data method. Interviews held on 50 informants to receive the diversed and the depth of data. The result of the study indicates that the basic value of C4E embraced by Achmad Nuril Mahyudin lays on five values, they are: religious value, humanity value, nationality value, and art & aesthetic value; which mean that his C4E stands for liberation theology perspective. In the CNA matter, the observation prioritized on the communication process running in the empowered area whereas the available communication channels functioned maximum. Bahasa Indonesia used widely as daily conversation in his C4E in order to train people’s way of thinking mentally and reduce age and cross-cultural gap between community and the agent. As the part of language and communication structure topic, the evidence surprisingly agrees that this effort make the C4E process become easier. As for C4E phases, it is discovered in the CBA as the first phase that dialogic communication between subjects built intensively in the major communication process meanwhile group communication in decision making intiated as the part of empowered participation form. Communication strategy designed to achieve determined goals through many approaches in some unique message deliveries implemented in the field, such as: bath get prizes, penalty kick competition, Giving alm of a gravel at least, implementation quotient, religious practice, etc with using whole channels interchangeable, since traditional channel, like whistle, untuil the modern one, such as: videos, blogs, etc. The implementation of C4E covers all ages where most of this phase monitored on the spot and documented with camera and video recorder. The evaluation focuses on measuring the depth of mutual understanding, empowerment, and participation in C4E, based on empowerment result which is well-done; and feedback from the community. In this research revealed that communities’s feedback considered excellent in the affective and conative aspect, and considered good in the cognitive aspect.
