Analisis Investasi Publik di Era Otonomi Daerah:Pembangunan Pasar Satwa dan Tanaman Hias Yogyakarta(PASTY)

2015 | Tesis | S2 Magister Administrasi PublikABSTRACT In the local autonomy era of today, the local government has a responsibility to enact an investment policy to create social economic welfare. In order to create social economic welfare, Yogyakarta City Government in 2010 has initiated public investment through Pasar Satwa and Tanaman Hias Yogyakarta (PASTY). To explain the social economic welfare effectiveness of PASTY, a public investment analysis has been done using a cost and benefit analysis (CBA) method. Moreover, in order to understand the effectiveness of the policy, the researcher has explored the development of PASTY effectiveness factors. The research showed that the investment of development of PASTY was successful in affecting social economic welfare. The NPV result was positive at Rp. 25.946.473.622,00. The investment policy has created social economic welfare because animal sellers, plants sellers, food sellers and parking management all benefited, although the government felt that they had no benefited. Based on the analysis, the existence of animal sellers has affected the economic welfare of the other sellers and parking management. Although the animal sellers have had a positive benefit number, their benefit has decreased because they were descending their trade scale, there are many illegal sellers in PASTY and there is no accessible financial capital loan. There are many factors that affect the effectiveness of the development of PASTY such as elite domination in the policy formulation process, collaborative action in the policy implementation process, the clear fragmentation of work and responsibility of government agencies, and the availability of resources. Firstly, elite domination as the value of local culture created a straight decision without any conflict. Furthermore, the collaboration of many actors and clear fragmentation of work and responsibility of government agencies created the effective development of the PASTY building and social economic life. Finally, the availability of money, land and human resources has also affected the development of social economic life. The result of the PASTY development analysis produced in this theses, explains the investment policy, which was initiated by local government, created social economic welfare although there is no complete collaborative local governance. Based on the decline of the animal sellers welfare, researcher suggests the necessity of entrepreneurial management training, animal sellers protection against illegal sellers, and accessible financial capital loan. keyword: PASTY, public investment, welfare
