ABSTRACT This thesis looks at the implementation of integrated area development program (PPWT) policy as a solution for economic empowerment society in Yogyakarta city: The number of people under poverty in Indonesia have grown to more than a hundred million. This increasing number was due to the prolonged economic crisis in Indonesia. in PELITA IV the government had arranged the Integrated Area Development Program (namely PPWT in Indonesian), i.e. the poverty relieving program that had known no boundaries of regency administration and not sectional egoism. This program is flexible in nature in accordance with the condition, potency and characteristic of the each area. This program was based upon Inmendagri No. 14 1990 about the Guidance of Implementation of PPWT in the Local Development framework, date May 7th 1990, followed up by the Operational Guidance No.050/1402/Bangda date in June 5th 1993. According to Cook and Scioli (Dolbare, 1975) the success of policy implementation was determined by the availability of resources for the program activities, program conductor character, location character, administration character, organization and temporal aspect. Four major variable that affect the process of any policy implementation are: communication, resources, the character and structure of its bureaucracy. Using the descriptive analysis method it can be viewed that the implementation process of PPWT had been carried out according to the guidance, even thought there were weaknesses such as the vogue of the material and inaccuracy in depicting the people under poverty. The implementatyion performance showed up that PPWT has reach to such points as: (1) Location determining was accurate as per the operational guidance, (2) the under poverty families at average has matched to the criteria, (3) Activities determining had been bottom-up, althought several ‘entrusted’ activities can still be found, and (4) The income to the families were increasing, althought to some it still remained. The vogue of the material had caused many families in doubt to participate the program. The low educational background and skill had disabled the participators to make any breakthrough to develop their business. The PPWT policy had given positive affection for the participators, such as their increasing income and the change of attitude in keeping the community wealth. Such condition in the long term framework were hoped to implicate upon the empowerment of the under poverty families. The next stage should be the policies such as: (1) Parallel perception among the implementers in viewing and understanding the PPWT policy, (2) Sectional institution must became active in supporting the PPWT policy, (3) Effort to actualize the integrity and cooperation.
