ABSTRACT This study discusses the background of Dayak ethnic institutions in Central Borneo. It was carried out because the author found an increasing number of Dayak ethnic institutions in Central Borneo. Before this trend happened there is only one Dayak ethnic institution; Kedamangan Ethnic Institution with tribe agencies that helping in the succession of the work of a traditional leader (Damang) at district level or some village area that became ethnic institution working area. New ethnic institutions such as National Dayak Ethnic Council (MADN) as ethnic institution with top-level structure led by a leader with the title of President of MADN. Then Dayak Ethnic Council (DAD) which covers the whole of Borneo as Provincial level DAD (Kal-teng, Kal-Bar, Kal-Tim, and Kal- Sel), Regency/City level DAD, District level DAD, and Village/Sub-district DAD. Likewise with Dayak Ethnic Society Front Defense (BATAMAD) from the provincial level to the Village/Sub-district level in Central Borneo. The efforts to investigate the arise of Dayak ethnic institutions is by qualitative research with descriptive approach. This study was conducted to look Dayak ethnic institutions at general view that present in Central Borneo. This study uses the ethnicity teory and ethnicity politics with instrumentalist approach as the cutting tool. This approach aims to look at the instrumentation that commonly used in ethnic institutions is based on the concept of ethnicity constituent. The results of this study indicate that in the reformation era, decentralization and democracy platform become elite opportunity to play freely by ethnicity politics and mobilizing affective instruments of Dayak ethnic as specific elites strategies. In addition, in situational occasion also coincided with the occurrence of social strengthening in the Dayak ethnic society so it would be the cornerstone of the question; why this ethnic institution grow and thrive. Although its formation more in top down but the conditions that occur in the Dayak society is an unavoidable choice form. Keywords : Dayak institutions, Ethnicity, instrumentalist.
