ABSTRACT Regional Planning Board (BAPPEDA) South Sorong Regency is an institution that has a function and responsibility to design the development plan as referred to above. In carrying out the functions and responsibilities, it is felt that the institutional capacity of the organization is still very limited, the quality and productivity of limited personnel resources, organizational structure that has not been efficient, as well as system and working mechanism that has not been efficient as well. The third limitation is a strategic issue that must be addressed by the organization BAPPEDA. This study aims to determine the level of performance in office BAPPEDA South Sorong regency of West Papua province and determine the factors inhibiting the performance in office BAPPEDA South Sorong regency of West Papua province. Measurement and analysis of data is done using the existing gauge on Strategic Management Module 3: Performance Measurement and Evaluation, Technical Training for Government Agencies Performance Accountability. Performance measurement activities in South Sorong regency BAPPEDA Office using Form Performance Measurement Activities (PKK). As for the level of achievement is measured using Form Measurement Achievement Objectives (PPS). Results achieved in this study are as follows. Performance BAPPEDA South Sorong regency has been good, the percentage of realization of the achievement of all programs and activities almost entirely realized. Programs and activities implemented by BAPPEDA South Sorong in 2008, realized 100% overall. There is only one activity that has not been realized in the year 2008, the Revised RPJMD South Sorong regency in 2008. And on activities in 2009 two events can not be realized, well-organized and autonomous offices lanscaping hotspot device availability. The main obstacle faced by BAPPEDA South Sorong is the quality of human resources and a limited number of staff. In addition, the density of activities and programs of South Sorong regency development as a regional division of the limited time constraints facing the impossible all accomplished within a period of 1 year.
