2014 | Tesis | S2 Magister Administrasi PublikABSTRACT The caretaking of migrant labor problems in Special District of Yogyakarta hasn’t been carried out in a good coordination and synchronized cooperation. This is seen from the unclear authorization to issue the Letter of Recrutment Order (SPT) for the Private Migrant Labor Supplier (PPTKIS) and the problem of migrant labor which are banned to fly aboard by the National Board of Placement and Protection of Migrant Labor (BNP2TKI or BP3TKI). This thesis is aimed to identify the implementation of collaborative governance which is being executed in handling the problems of migrant labor from Special District of DIY and what factors are hindering that collaborative governance. This thesis uses qualitative descriptive method, with the number of informer of eight, consisted by they who involved in collaborative governance in handling migrant labor problems in DIY. The result of the research showed that the collaborative governance has been taken into account with a good coordination, but it didn’t imply an optimal democracy consensus values. Whereas, the factors hindering the implementation of collaboration in Special District of Yogyakarta are: a) there is no openness to discuss and to settle down the dualism of authority between BP3TKI DIY and Agency of Labor and Transmigration of DIY, b) The absence of civil society and private sectors into involvement of collaborative governance formal forum, and c) the weak technology in tracing the identity of illegal migrant labor.
