One of contemporary classic case at one blow till in this time (Year 2013) is Japan aid in supporting development in Indonesia, what mirror for support of Japan International Cooperations Agency (JICA) in infrastructure development of disaster of sabo draught. One of project becoming focus JICA in development of sabo draught in Indonesia. The project of sabo of draught Merapi. This is very important since Merapi of not merely mount which located in two provinsi at one blow, that is Yogyakarta and Central Java, but also characteristic from this mount is very high explosive so that role of sabo of draught Merapi become important so in comparison with projects of other sabo draught in Indonesia. Role JICA in project of sabo of draught Merapi really not solely only orient at technical factor of eye, but political also. Sabo of Draught Merapi really represent the part of overseas the grand policy Japan government. Others, development of sabo of draught Merapi also become the part of interaction of actors transnasional since government of Japan of Melalui JICA in continuing cope to support development with technical support, budget, and also the make-up of human resource. From political aspect of implementation JICA program in general development sabo of Merapi really entangle a lot of actor from Indonesia president till socialize in Merapi ecosistem.
