ABSTRACT This study analyzed and assessed the effectiveness of online petition Change.org Indonesia as policy advocacy tool in 2012-2013 period by using ultimate and intermediate effectiveness concepts. The effectiveness of online petition in this study refers to the effectiveness of online petition and other policy advocacy activities that are conducted online and offline to support online petition. The policy advocacy activities include raising public awareness through media (media advocacy), campaign, organizing (building a coalition), lobby, and event. This study used a case study to analyze twelve online petitions selected based on three criterias. These criterias include a petition which obtained media coverage, involved community, and mobilized other policy advocacy activities that supported the success of online petition. Data collection was also obtained through interviews with Change.org Indonesia team, representatives of petitioners, and communities involved. This study found online petition that are supported by other policy advocacy activities such as media advocacy, online campaign and offline action, organizing, lobbying, and event will be intermediately effective which is managed to capture policy maker’s attention or petition targets. Online petition and policy advocacy activities will generate media coverage, public awareness, public will, and also has the potential to generate policy makers’ support (political will). Online petition that is supported by the other policy advocacy activities will be ultimately effective in achieving policy change when it is followed by positive reception of policy makers or petition targets. The ultimate goal achievement is also influenced by the ability of a petitioners to escalate online petition through other policy advocacy activities in order to give pressure to policy makers. When the online petition and other policy advocacy activities generated policy change, then the activeness of the petitioners are still needed to supervise generated-policy implementation.
