Analisis Manajemen Perubahan dalam Rangka Penerapan E-Procurement di Pemerintah Kota Yogyakarta

2014 | Tesis | S2 Magister Administrasi PublikABSTRACT One of the effort had to be made by the municipal government of Yogyakarta to achieve a good and clean governance was to change the conventional procurement system to the electronic procurement system in the acquiring goods and services. The implementation of e-Procurement system started in 2008 till recently time when this study done, the municipal government of Yogyakarta had established the special agency that was assigned to manage the e-Procurement system namely Electronic Procurement Service (LPSE). To know more in depth about how the municipal government of Yogyakarta manage these changes was an interesting research subject that was about how the change process going through. This research had been carried out since mid-May to mid- August 2014. The research location was in the municipal government of Yogyakarta. The methodology used in this research was descriptive-qualitative. Data collected through observation, in-depth interviews with key figure persons and document reviews. This study resulted in the conclusion that changes in the procurement system of goods and services in the municipal government of Yogyakarta had been managed in accordance with the theory of change management. The attributes of the change process were the preparation phase, the implementation phase and the reinforcement phase that all those phases had been practically carried out, even though there were some limitations in the conceptual terms. The purpose and benefit of the implementation of e-Procurement system had shown the successness that the system had obtained the efficiency and effectiveness on such number of indicators. From the aspect of time, the procurement process using the e-procurement system proved to be faster because it only take 14-18 working days. While the conventional systems was longer because the process take more than 30 working days. At the time when the tender still using the conventional system, the tender committee was separated in some boards of Unit Work of Local Government Apparatus (SKPD) and that still need hundreds of people as a committee board for tender process. After the implementation of e-procurment system, the committee for the tender process focused on one board namely Procurement Service Unit (ULP) and take dozens of people only. The number of providers who participated in the tender also run into the significant improvement, at the beginning of the implementation in 2008 the e-procurement system was followed by 185 providers and in the year of 2013 the number of provider amounted to 3000. The learned lesson from this study that there was a strong commitment from top leadership level to their staff level as the executors in the real activities for the implementation of e-procurement system and that matter became an important key factor for its successness in the municipal government of Yogyakarta.
