ABSTRACT The research aims to explore protracted displacement of IDPs Shia Sampang and Ahmadiyya Lombok in Indonesia, based on UNHCR’s 64th Executive Committee Meeting in Geneva on 2013. It focuses on people who have been displaced within their own country as a result of sectarian conflicts, mainly those experienced by Shia Sampang and Ahmadiyya Lombok. By using explanatory research design, and based on forced migration and protracted refugee with security consideration as the framework, this research analyzes the possible cause of IDPs Shia Sampang and Ahmadiyya Lombok trapped in protracted displacement, to find possible solution. The main instrument of this research is researcher. Data are collected within six months, by involving IDPs Shia Sampang and Ahmadiyya Lombok as the subjects, as well as state and non-state actors. The result of this study indicate that IDPs Shia Sampang and Ahmadiyya Lombok have not been able to return to their homes because their return depends on State’s ability to provide and maintain the security in the home village. In another word, security instability is still identified in this research because there is not yet protection and security guarantee from State, thus temporary shelters are the best place for Shia Sampang and Ahmadiyya Lombok to prevent another sectarian conflicts. The solution proposed in this research is State must approach and confront its citizen in order to avoid discriminative policy. Each decision taken regarding IDPs should be in line with international standards such as the UN Guiding Principles on Internal Displacement to ensure IDP’s rights are upheld.
