Soft Balancing Internasional terhadap Upaya Intervensi Militer Amerika Serikat di Suriah

2014 | Tesis | Ilmu Hubungan InternasionalABSTRACT In the end of year 2010 till 2012 early, geopolitical in northern Africa and middle east was escalating which known as people revolution. Especially in Libya and Syria, revolution triggered civilian war caused many victims between citizens and government. The citizens was killed in order to prevent spreading revolution. In the name of democracy and humankind, USA‟s intervention concerned at that situation and threaten with punishment the government which authoritarian and militaristic (for example USA‟s intervention in Libya). On February 2011, USA faced human crisis where Assad‟s regime brutality in Syria. As solution on that situation, USA supported opposition by arming and funding. Not only supported opposition, while conflict unfinished, USA also embargoed on army and economic for Syria. Also USA intervene to mobilized military in spite failing in the end. Based on the situation, this paper reviews the questions: how steps the USA‟s intervention and why it failed be applied in Syria in other fixed the human crisis. By neorealist‟s approach E.T. Paul about „balance of power‟ this paper elaborates „soft balancing‟ application. Based on data and information, it is identified that USA military intervention was failed because of internationally soft balancing. The phenomena raised from Syria and its allied countries (in the middle east, European and Asian) directly. Indicators of soft balancing include: raising the distribution of weapon in Syria on 2010-2012 drastically; Russia and China‟s collaboration that vetoed USA proposal of conflict resolution in the Security Council of UN; the commitment of Iran-Syria alliance in other to refuse and to battle if military intervention be applied; refusing the countries in the middle east; the SCO and CSTO protest which ready to support Syrian faces USA military and its allies. This paper confirmed assumption of neorealist that internationally „soft balancing‟ influences foreign policy of all countries in other to apply military intervention. It was conclude that military policy‟s motive not only domestically but also consideration (idealism) of humanism. There is no military intervention if the „soft balancing‟ still existing among the countries which have equal power. Practically, implication of the facts that the foreign policy makers should consider international situations to formulate a good and effective policy which full of the countries supported internationally.
