ABSTRACT The major problems in this research are what is the response of Susilo Bambang Yudhoyono (defense policy) facing the military strength of the South East Asia Region and does the defense law could increase Indonesian military power against military threat of South East Asia Region. The main objective of this graduating paper is to reveal the condition of Indonesian defense in South East Asia and how is the response of Yudhoyono‟s government due to the development of Indonesian military, and also to know furthermore about the obstacles in order to achieve Minimum Essential Force. The writer collects the data from Indonesian defence white books and also literatue of military. The secondary data sources are other sources related to the analysis, such as books of literary security dilemma theories and articles from internet. The analysis shows that Indonesian development program on military force since 2004 – 2014 above the Yodhoyono‟s government reach its goal, modernization on the military armed equipment and optimalization budgeting to provide profesionalisme professional Indonesian military personel is well implemented.
