Humanitarian Approah dalam Konflik Separatisme di Papua

The humanitarian principles become the groundwork in seeing and managing conflict to consider humanitarianism in saving lives, alleviating suffering, and maintaining dignity. For the conflict which last long and there is no propoper settlement efforts for each parties yet, humanitarian approach which is bridged by a peaceful dialogue can be the best instrument to transform the conflict into a sustainable peace building effort. Conflicts that happen in Papua are rooted in 4 causes according to LIPI (Indonesian Institute of Science), the first one is marginalization and discrimination perceived by the indigenous Papuan as the result of economic development, cultural policy, and also mass migration that have happened since 1970s. The second cause is the development failure; the third is contradiction in comprehending the integration history and political identity construction between Papua and Jakarta; and the fourth is the experience of a long history of political violence, particularly the one which done by the central government against Indonesian people in Papua. Shifting the roots of the conflict also resulted in the Papua conflict obscured and more difficult to be identified. To be able to handle conflict in Papua which is basically a humanitarian issue , it takes a humanitarian approach to to look at conflicts from the source to the consequences of the conflict that demanded independence due to the roots of conflict that have not done . The sources of conflict in Papua separatism should be transformed towards a sustainable peace that the indigenous people of Papua and the Indonesian government each get the best solution to maintain the sovereignty of the Republic of Indonesia by peaceful means.
