Kepentingan di Balik Perda No.8 Tahun 2009 tentang Lembaga Penyiaran Publik Lokal Agropolitan TV Kota Batu

ABSTRACT In 2009 the government of Batu issued a local regulation of Establishment Local Public Broadcasting Agropolitan Television (ATV) Batu. However, regulations on ATV much opposed to broadcasting legislation and Government Regulation Number 11 of 2005. On August 30th 2011, ATV is also working with a third party, namely Kompas TV. After entry of Kompas TV, ATV under the independent directors, led by the Kompas TV. This study originated from concern over the case of public television ATV, the vast majority of the show is not referring to the public interest, otherwise executive interest – this condition same with TVRI concept in Orde Baru time. Public television still become government propaganda tools, and do not showing a democratic media concept. Furthermore, local public television of ATV make a cooperation with private party Kompas TV. On this cooperation, direction of ATV replacement with Kompas TV. ATV’s spirit as locus publicus doesn’t shown anymore. This cooperation called ‘mutually benefit’. Batu government has an income benefit like Pendapatan Asli Daerah (PAD) and Mayor link for politics benefit in local election on 2012. While for Kompas TV, be able major right broadcast. It happen because license procedure from Indonesian Broadcast Commission (KPI) so complicated. Key Word: Local Public Broadcasting, Agropolitan Televisi, Policy
