ABSTRACT In order to encourage the improvement of the quality of local public services , Minister of the Interior issued a regulation No. 24 of 2006 on Guidelines for the Implementation of One Stop Services . These regulations encourage local governments to establish the local One Stop Operator ( PTSP ). This policy aims to improve public services and provide greater access to the public in obtaining public services. Purwakarta government follows up and implements the Integrated Services policy by establishing Investment Board One Stop Services (BPMPTSP). Hopefully, by the policy of integrated one-stop service delivery in Purwakarta able to greater quality of public services will have an impact on the increase in the investment area. This study aims to determine the integrated one-stop service delivery and its application in Purwakarta, by analyzing the processes of PTSP policy implementation and the factors that influence it. The method used in this research is descriptive qualitative method. The technique of collecting data using interviews. The results showed that the implementation of one stop service policy in Purwakarta can not be run effectively. The implementation processes of PTSP policies, indicates that there are processes or stages that have not been appropriate to standard operating procedures (SOP) according to existing regulations, namely the length of the processing of the permit still does not meet a predetermined time then still not optimal fulfillment source-resources to support policy implementation activities. Another factor is the lack of support from agencies / other technical agencies involved in the implementation of the policy. To further improve the effectiveness of policy implementation of One Stop Services in Purwakarta, it is advisable to make changes to the SOP with the licensing process adds time, make changes to the organizational structure of combine processing areas and service areas into one area, and then make a proposal to strenghtening on the implementation of the Work Team Technical.
