ABSTRACT Electronic Government (E-Gov) is understood as a form of implementation of governance using information technology (IT) to make the government effective, efficient, transparent, accountable, responsive, and involves the participation of society. The government of Belu Regency as a local governmental institution having commitment in developing website as a part of e-government is expected to bring a change in the system of politic, economy, and governance in Belu Regency. But, in its implementation, there is a main problem related to the management of official website of local government, www.belukab.go.id. This research was aimed to identify the management of website as an effort to manifest a transparent and participative government in Belu Regency in period of 2010 – 2013. This study was developed into two parts. The first part was an analysis about the management of transparent and participative website. The second part, the writer elaborate the analysis of the first part with 6 (six) strategies of e-government development in Belu Regency having close relation. They are (1) Development of prominent and trustworthy service system and reachable by the society; (2) Arranging management system and working process of local government holistically; (3) Using information technology optimally; (4) Increasing the participation of business and developing telecommunication industry and information technology; (5) Developing the capacity of local government’s human power encompassed with the increase of e-literacy of the society; (6)Implementing the development systematically through realistic and measurable stages. The research object was website of the government of Belu Regency, www.belukab.go.id. In this research, the writer used qualitative approach with interpretative descriptive method. The result of data analysis and interpretation can be concluded that the practice of e-government through official website of local government in Belu Regency still needs to repair in its management.
