ABSTRACT ASEAN economic continues to be developed by establishing various cooperation. Tourism as one of the sectors that can sustain region’s economy is considered as one of the strategic sectors. The agreement to form the ASEAN Tourism Strategic Plan (ATSP) 2011-2015 regimes is the commitment of the leaders of ASEAN countries to boost tourism and make ASEAN as a single destination is superior. In ATSP, there are various strategic plans and action plans that must be executed and implemented by all members’ countries, including strategy action to enhance and to accelerate travel facilities and ASEAN connectivity through eases of visa and adequate infrastructure. Extend single visa facilitation to intra-ASEAN traveler to be one way to provide convenience for tourist. However, the question arises related to it; Why the ASEAN single visa is hard to be implemented properly? By using the concepts of the regional cooperation, international tourism, the government in tourism, this study seeks to understand, explain, as well as answering the question. Above concepts are useful and relevant to view of the obstacles of the single visa implementation in ASEAN countries.
