ABSTRACT Global value chain analysis is a strategy that used to understand the process of value creation in whole chain of the industrial tourism of Komodo National Park (KNP). Activity chain formed by the relationship between the actors involved to create the potential input stage until the consumption stage. Understanding the relationship between actors and power (standard/rules/regulations) that used to manage the relationship is the right step to identify the governance type and coordination mechanisms are established. The results of the identification of governance value chain become line of action to find upgrading strategies of KNP tourism industry. Researchers considered that state-based management is not efficient to seek KNP as a leading tourist destination. Management system to be developed is a multi-sector based management - means involving all competent actors in the value creation process. The management system always provides an opportunity for cooperation and competition (coopetition) between actors. As a recommendation, coopetition is considered as a strategic option of KNP to gain the competition of the global tourism industry.
