of public policy implementation performance. The researcher analyses the implementation of Jaminan Persalinan. The subject of the study is Depok 3 Public Health Facility located in Depok sub-­‐ district of Sleman District. The program was implemented in 2011, 2012, and 2013 at the Depok 3 Public Health Facility. The aim of the study is to find out the implementation Jaminan Persalinan in the Depok 3 Public Health Facility. The result of the study shows that the implementation of the Jaminan Persalinan was accomplished or not. Moreover, the aim of the study is to find out factors affecting the implementation of the Jaminan Persalinan in the Depok 3 Public Health Facility. In analyzing the implementation performance of the Jaminan Persalinan in the Depok 3 Public Health Facility, the researcher uses two indicators: 1) Policy Output indicator consists of access indicator, frequency, bias, service accuracy, accountability, and program appropriateness; 2) Policy Outcome indicator consists of initial outcome, intermediate outcome, and long-­‐term outcome. The researcher uses qualitative research method utilizing two kinds of data, which are primary and secondary data.
