ABSTRACT This paper attempts to answer how the comparison of implementation, response, and application of alternative ideas, related to process of liberalization of higher education in China and Indonesia. There are a few main things explained. First, regarding how the structure of the international political conditions that affects both countries to take policy in liberalization of higher education. Second, explaining of domestic issues related to the field of higher education which is considered difficult to be solved, which then makes the state look for a way out through the support of the external realm. Third, how the process of making and implementing policy liberalization of higher education in both countries.
