ABSTRACT Tourism sector is one of sector that is important to Yogyakarta Province besides trade sector. The rapid development of the tourism sector in Yogyakarta Province impacts to the economy of this province. This can be evidenced by the high local revenue from the tourism sector. Enactment autonomy does not necessarily impact on the tourism sector in the province. Enactment of autonomy actually is a first step Yogyakarta Province to manage and further develop the potential of the tourism sector independently. The emergence of new competitors such as the City of Bandung as a shopping and culinary tourism destination is one of the effects of the implementation of regional autonomy in Indonesia. This can be evidenced by the increasing number of tourists, especially foreign tourist’s arrivals annually for tourism activities. Yogyakarta Province was a longtime superior to City of Bandung in the tourism sector. But after years 2007, City of Bandung more superior than Yogyakarta Province. This condition then make Yogyakarta Province is no longer the one - the only tourist destination after Bali. This research is a descriptive qualitative analytical method. The topic of this research is the analysis of inhibitor development of tourism sector in Yogyakarta Province. And to further sharpen the purpose of this study, City of Bandung tourism sector is selected and used for comparison as well as the Tourism Value Chain as the unit of analysis.
