Abstract As a country that has pluralism of religions and beliefs, Indonesia has been caught up with a heated debate whether there should be a limitation to the pluralism itself or not. The cons of limitation believe that right to religion is granted by the Indonesian constitution. Therefore the government has a duty to protect and promote religious and belief freedom. In contrast, the pros of limitation urgue that restriction is necessary in order to protect the official religions and faiths from blasphemy and deflamation — as matter of fact that religion or belief might have an expression that could be contradict with other major religion or faith. That debate does matter in actual case, for instance, the case of Ahmadiyah’s movement in Indonesia. Specifically, this thesis tries to identify the state policy toward that issue — where it stands for the pros or the cons of limitation. Indeed, using the pluralist’s theory of state, this thesis starts by identifying how is the tension of varied level of bureaucracy of the state that has been influenced by that debate. This thesis finds that although there has been devided policy within varied level of bureaucracy, it is clear that there has been correlation between majority’s view with the result of state policy — at this point, it could be said as represive and coersive policy toward the issue of freedom of religions and faiths. As a result, a dialogue, which open consensus among majority group of Islam with Ahmadiyah, has never happened so far. In fact, that government policy has been burning up the violent conflict among the groups. In conclusion, this thesis claims that instead of being the neutral subject to solve the conflict, the state has been showing its subjectivity to support particular group. Additionally, the state has been acting unproportional and contra-productive actions that could create the more serious problem when it comes to the value of democracy and human rights in Indonesia, a country with a lot of religions and beliefs and plural society.
