ABSTRACT The current study aimed to determine: 1) business development efforts of the local economy through the RESPEK program in Wahno village, Southern Jayapura District, Jayapura City of Papua Province; 2) internal and external factors that influence the business development of local economy through the RESPEK program in Wahno village, Southern Jayapura District, Jayapura City of Papua Province. The study employed a descriptive qualitative method. The object studied is the implementation of RESPEK program and its impact on Wahno village in South Jayapura district. The subjects are indigenous Papuan villagers, headmen, village heads and officials of the government and of BRI. Data were collected through observations, interviews, and documents. Data were analyzed using descriptive qualitative technique. The results of this study are as follows: First, the RESPEK program was implemented through lengthy stages of socialization at the provincial, regencial/municipal, district and village levels. Implementation of the program at the village level was still being guarded by the government officials at the district level. This indicated that RESPEK remained to be implemented on a top-down basis. The decision making on the RESPEK program activities by villagers and the assignment of companion showed a bottom-up model, but it remained to be initiated from the top (top-down). Classical problems such as limited qualified human resources, lack of managerial skills, and lack of control remain unresolved. Second, the impact of RESPEK program for Wahno village was quite positive, which includes: 1) increased flow of remittances to Wahno village, 2) peoples’ acknowledgment of its potentials, 3) the development of the infrastructure by the villagers; and 4) village administration has become accustomed to better managerial skills application. The study concluded that the implementation of the RESPEK program in the empowerment of local economies in Wahno village had been started from the top, that is, from the provincial to the village level. It was a top-down Implementation, but there were also support from the bottom (bottom-up) in the implementation of the activities. The impact of the program for the Wahno villagers is positive.
