2014 | Tesis | S2 Magister Administrasi PublikABSTRACT Good governance, strong indeed one of them is determined by the government itself, which is located either on the human resources of government officials, institutional sources of government, the structure of government institutions, including the performance and mentality extends to government officials. The purpose of this study was to determine the readiness of human resources in the implementation of government policy with a case study at the Regional Secretariat of Bima. Type a descriptive study with a qualitative study approach with the case study method is explorative data obtained directly by interviewing key informants (key informant) in depth (depth interview) using the interview guide instrument (interview guide) that had been developed. Primary and secondary data were processed and analyzed with descriptive analysis processing methods. The results showed that the human resources available in the State Secretariat of the Milky still not ready to fully implement government policy, seen from (1) the division of hierarchy and organizational structure in the Milky Regional Secretariat is not sufficient seen from the composition of the number of employees; (2) educational background of employees who are still incompatible with many programs implemented; (3) the number of officers who have been trained structural ladder training and training support duties and functions; (4) imbalance between the competence of the competence of the employees; and from the results, one positive point is the form of leadership communication to subordinates considered quite good. From the results of the above conclusions, the researchers suggest that the first foster high commitment to govern-oriented public service improvement. Second, to reform the education apparatus in terms of the apparatus needs to be addressed by providing the opportunity to develop themselves through education and training in order to improve the ability of the apparatus in accordance with the work field. In addition, field placement office should pay attention to the fit between educational background field that dealt with local government officials.
