Coconut sugar has a big role to Banyumas society as a source of income and employment providers. Crystal coconut sugar as one of the coconut sugar product variants that have high economic value has yet been produced by craftsmen to improve their welfare. Production of crystal coconut sugar still relatively low compared to the production of molding coconut sugar. In an effort to improve the welfare of the community, especially the small entrepreneurs, crystal coconut sugar industry should be developed to increase crafters’ revenue. Therefore a strategic plan is necessary to develop crystal coconut sugar industry in Banyumas. The purpose of the study was intended to formulate a strategic plan that can be carried out by local governments in an effort to develop the crystal coconut sugar industry in Banyumas in accordance with the concept of local economic development. The stages is carried out by analyzing the external and internal environment of crystal coconut sugar industry, identifying strategic issues and formulating them into the strategies using SWOT analysis. To determine the strategic level of issue used Litmus Test. The analysis of external environment that do include politic, economic, social and technology factors (PEST) that directly or indirectly affect the development of the crystal coconut sugar industry. From the analysis of the external environment available opportunities and threats that need to be anticipated. While the analysis of the internal environment factors include the resources, strategies and performance yield strengths and weaknesses. From the results of the SWOT analysis conducted found five (5) formulation of a strategic plan that can be implemented by local governments in the development of the crystal coconut sugar industry in Banyumas, namely: (1) conducive business climate development strategy, (2) clusters formation of crystal coconut sugar strategy, (3) expansion of domestic and international market share strategies, (4) capacity building strategy, (5) capital and marketing network facilitation strategy Keywords : Coconut Sugar, Crystal Coconut Sugar, Local Economic Development (LED), Strategic Planning, SWOT Analysis.
