Analisis Kebutuhan Diklat(Training Seeds Analysis) di Instituto Nacional Da Administracao Publica Republica Democratica De Timor Leste

2012 | Tesis | S2 Magister Administrasi PublikABSTRACT This research discussed the Training Needs Analysis (TNA) in the Instituto Nacional da Administração Pública (INAP). This aimed to identify the TNA at INAP, from organizational level analysis, job/position level analysis, and individual level analysis. Method adopted in this research involved qualitative approach-based descriptive method, i.e. identifying particular facts, symptoms, or phenomenon’s; in this case concerning the TNA at INAP of the República Democrática de Timor Leste (RDTL). Data were collected through the use of literature review, interviews with key informants and observations. Data processing, i.e. data analysis was carried out after data were collected from interview results, document review, and field observations, and the results of the analysis was presented in narrative forms and direct quotations on the interviews with informants. Result of this research showed that in practice most education and training programs at INAP have not been organized, based on the TNA yet; hence, the training results frequently have not meet the organizational needs. To this end, the TNA turns out to be an important/strategic element in developing both competence- and specific purpose-based training programs, as well. It is necessary, therefore, to develop a TNA guidelines designed as a reference for the concerned parties in performing TNA. The supervision on training has still encountered a number of constraints, both at policy and operational levels, such as the standardization of curriculum, the professionalism of staffs and instructors/trainers, training policy makers at the stages of TNA implementation and planning, training budget and training Management at the implementer level. The training management in an integrated, professional and consistent training management system is decided through an objective and professionally accountable consideration. In training management, there is a training cycle working in an integrated single system, including: “the Need Analyses on the Planning, Implementation, and Evaluation of Education and Training”.
