ABSTRACT Key words: Law No. 24 Year 2007, Disaster Management, International Non- Governmental Organizations (INGOs). The Law No. 24 / 2007 on Disaster Management is a new beginning of disaster management’s development in Indonesia. The Disaster Management Law has changed the paradigm in disaster management in the country. Before the enactment of the Law no. 24 / 2007 disaster management was focused on emergency response and recovery (responsive). After the law was introduced, disaster management is focused on each phase of disaster management (pre-disaster, emergency response and postdisaster), but more emphasize is given to pre-disaster stage, including disaster prevention, disaster mitigation, disaster risk reduction and preparedness (preventive) as well as building community resilience against disasters (resilience community). INGOs as one of the non-government actors are playing important roles in disaster management in Indonesia. The introduction of the Law no. 24 / 2007 had a positive impact on INGOs roles in disaster management. The Disaster Management Law became the legal basis of all disaster management activities. With the enactment of Disaster Management Law, coordination and priorities in disaster management become clear in terms of goals and directions. The Law on Disaster Management also represents an opportunity for all parties, including INGOs, universities, private sector and communities to participate in disaster management development for the realization of an integrated, coordinated, and comprehensive disaster management, for the welfare of the Indonesian people and the world peace.
