2012 | Tesis | Ilmu PolitikABSTRACT In the scope of local government, the appointment of structural officials is ideally done through recuritment process based on experience and performance in certain position and administrative competence. However, in pactice, it cannot be always implemented because there are the influences of external actor intervence in the recruitment of bureaucratic structural official. The purpose of this study are to find out the bureaucratic recrutment system in the scope of local government of Aceh Province, and to analyze the roles of former GAM combatang actors in the appointment of bureaucratic structural officials in strategic sub-departments in the Government of Aceh Province. The study was conducted by using a descriptive qualitative method. Data used in the study were primary data collected from both observation and in-depth interview, and secondary data obtained using documentation technique. The data collected were then analyzed in a descriptive qualitative technique. Results of the study indicates that bureaucratic recruitment in non-strategic subdepartments with less swallowing budget in the scope of Government of Aceh Province was generally carried out through a formal mechanism by Baperjakat by using a meritocratic system based on administrative competence and performance. However, actually the influence of Governor as the highest political actor in local government with a prerogrative right to determine structural official in accordance with its own political aspiration, interest, and discretion that is based on nepotism or patronage could not be ignored. Moreove, the economic-political existence of former GAM combatant actors joining both KPA and Aceh Party have the strong structural influences in the bureaucratic recruitment, particularly in the strategic subdepartment, in this case Subdepartment of Education, the Government of Aceh Province. Therefore, Governor tends to apply two strategies in the appointment of bureaucratice officials: compartelementalization strategy for structural officials in subdepartments regarded by the former GAM combatant actors less strategic, and immediate survival strategy for structural officials in subdepartments regarded by them very strategic, particularly Sub-department of Education.
